The development of Latgalian language, literature and cultural history has throughout many centuries been closely related to other questions. Also after the re-establishment of Latvian independence, the situation was difficult – in spite of the Latvian state’s responsibility for Latgalian as defined by the State Language Law. Latgalian was discussed and maintained mostly due to the activities of different NGOs. There were also several private companies such as the Latgalian TV Association, later Regional TV of Latgale, and other media and tourism enterprises which respected and strengthened the Latgalian language through their work.

The main activities in education, in informing society, and endless discussions with the municipalities, the regional authorities, and national institutions in Riga, were conducted by different types of non-governmental organisations.

The following overview does not claim to be all-encompassing. However, we would like to highlight several institutions which have dedicated their time and energy to the Latgalian language, literature, education and other questions. Through their work, they show society how they engage with the community. Thereby, they can also serve as role models. Often, they have also been the leaders or coordinators of larger-scale projects.
